The Licensing & Compliance Specialist owns the end-to-end process for childcare and summer camp licensing across multiple states, manages state voucher and subsidy program participation, including applications, reporting, and payment reconciliation, and owns business licensing at all levels (state, regional, and per-site/school).
This role is essential to enabling BAM!’s expansion into new markets, starting with Texas and Georgia, while ensuring we remain compliant, audit-ready, and operationally efficient across existing regions such as Massachusetts, Illinois, Colorado, New York, and beyond.
This role requires someone who is comfortable building compliance processes from the ground up. The ideal candidate takes pride in detail-oriented work, is organized in correctly completing all required steps and forms, and moves with urgency to accurately submit on time. A critical part of this role is proactively identifying new and meeting ongoing licensing requirements as BAM! grows, initiating the process early enough to meet program launch timelines.
- Location:Remote (U.S.) Final employment classification, compensation structure, and payroll practices will comply with the laws of the state in which the employee primarily performs work.

- Travel:Occasional travel for inspections, site reviews, or training (estimated 5–10%)
In this role, you will:
Childcare Licensing (State-by-State)
- Lead the full lifecycle of childcare licensing across states, including new licenses, renewals, amendments, and ongoing compliance.
- Build and maintain state-specific licensing playbooks (requirements, timelines, fees, inspections, and renewals).
- Coordinate licensing prerequisites across internal teams (Operations, HR, Recruiting, Site Teams).
- Serve as the primary point of contact with licensing agencies and inspectors.
- Track compliance calendars to ensure no renewals, inspections, or required postings are missed.
Summer Camp Licensing & Permits
- Own summer camp licensing and required permits or registrations.
- Partner with Program Operations to ensure camp-specific compliance (health & safety plans, emergency procedures, staffing documentation).
- Expand licensing processes as BAM! enters additional states, ensuring consistency and scalability.
State Voucher & Subsidy Programs
- Manage end-to-end participation in state voucher and subsidy programs, including:Provider enrollment and credentialingInitial applications and documentationOngoing attendance, enrollment, and invoicing reportsRecertifications and compliance checks
- Maintain organized, audit-ready records for all state programs.
Business Licensing
- Own business licensing and registration requirements at all necessary levels—state, regional, county, municipal, and per-site/school—across all operating markets.
- Research and identify all required licenses, registrations, and permits for new markets; build a repeatable intake process to flag needs ahead of every launch, and manage renewals and amendments as required.
- Build and maintain a state-by-state business licensing matrix covering registration types, required documentation, fees, timelines, and renewal cadences.
Payments, Reporting & Reconciliation (Finance Partnership)
- Partner with Finance to track and allocate voucher payments and reconcile discrepancies.
- Maintain clear systems connecting attendance → submissions → approvals → payments.
- Provide regular reporting and risk updates to leadership.
Systems, Documentation & Enablement
- Build and maintain a centralized compliance repository covering all license types (childcare, camp, business) licenses, approvals, renewal dates, templates, and more.
- Create Standard Operating Procedures (SOPs) and checklists to support consistent execution across regions.
- Develop and maintain a proactive tracking system to identify new licensing needs as BAM! enters new markets or adds sites.
- Train internal stakeholders on documentation requirements and timelines.
- Provide weekly status updates and flag risks to launches or renewals.
Who We’re Looking For:
Required Qualifications
- 2–5+ years of experience in childcare licensing, youth program compliance, subsidy/voucher administration, or regulated multi-site operations.
- Proven ability to manage deadlines, documentation, and agency relationships with high attention to detail.
- Demonstrated comfort with detail-intensive work, including completing complex government applications and paperwork accurately under deadline.
- Experience building compliance systems, SOPs, or playbooks from scratch—not just executing existing processes.
- Strong written communication skills with the ability to translate regulations into clear, actionable guidance.
- Comfort working cross-functionally and proactively following up with stakeholders.
- Proficiency with Google Workspace, including Google Sheets and Google Documents, and/or Microsoft Office.
Preferred Qualifications
- Experience with after-school programs, camps, school-based programs, or multi-site childcare organizations.
- Familiarity with subsidy and voucher workflows (enrollment, attendance, invoicing, re-certifications).
- Experience with multi-state business licensing and state registration processes.
- Experience building SOPs, playbooks, or scalable compliance systems.
- Experience supporting programs in MA, IL, CO, TX, GA, or similar multi-state environments.

Compensation & Details
$65,000–$75,000 annually, commensurate with experience. Exempt or non-exempt status will be determined based on the employee’s primary work location and applicable state and federal wage-and-hour laws.
